startup queue. Convert SEQTA Engage announcement from a blocking modal
to a subtle bottom-right dismissable toast.

- Add legacy-to-plugin settings migration for cloud sync
- Shorten profile picture and default page descriptions
- Make DisclaimerModal title/message dynamic
